The Resources and Digital Directorate operates at the very core of the Council's operations, working with services to deliver the Council priorities.
We are looking for someone to assist in the management of a comprehensive Payroll and HR Support Service across the Council and to external clients based throughout the country.
About the role….
We are looking for someone to assist the management and continuous improvement of the Payroll and HR Support Service ensuring adherence to statutory requirements and Council policies.
You will undertake employee supervision and assist in the identification of employee training and development needs whilst being responsible for the day to day operations of a team within Payroll and HR Support and to deputise for the Payroll and HR Support Manager when absent.
You will assist in the administering, control and processing of salaries, wages, pensions, contract production, recruitment, DBS checks and other Payroll/HR related matters in accordance with legislation and Council/customer policies, whilst identifying and implementing innovative solutions ensuring the service is continually evolving and improving providing best practice methodology and maximising the effectiveness of it’s systems.
You will represent the Council as and when required in respect of Payroll, Pensions and HR Support issues
You will assist in the gathering and assimilation of statistical information in relation to the service and undertake project management duties within the service or Council as required.
You will be required to develop strong customer relations and identify opportunities for further trading of the service and any other responsibilities allocated which are appropriate to the grade of the job.

You will be working as a Handyperson and your main duties will be to maintain an allocated area of Gateshead Council housing estates. You will maintain clean and clear estates, cyclical hotspot cleaning and waste removal. You will be responsible for maintaining long term void property gardens, support the garden scheme with initial cuts for new members, carry out small tasks in and around our tenants’ homes, and small DIY type repairs to our older or disabled customers.
This role is responsive to the local housing offices. The housing officers will seek support from the handyperson service where required, with tasks that do not fit the need for a skilled operative.

About the roles

Practice Lead, Children in our Care and Care Leavers We have 3 Children in our Care teams who support our young people to ensure their needs and arrangements are in place for their current and longer term care.
Our Care Leavers teams is well established and continues to support young people if they are in care after their 16th birthday to participate in the assessment, preparation and review of the Pathway Plans, and provide continued support to improve the outcomes for the young people leaving care.
Practice Lead, Residential, Fostering and Kinship CareWe currently have an established residential service with 4 children’s homes, all with experienced management teams. In addition to this we are in the process of opening a further 2 homes over the next 6 to 12 months. Our aim is to support young people to grow self- esteem, build positive relationships and trust, re engage in education, develop independence skills and look to build a brighter future for themselves.
Our Kinship team is now well established and assesses and supports our children and young people to live full-time or most of the time with a relative or friend who isn’t their parent. We have an excellent support offer and work across the service to support care with the extended family.
The recruitment of foster carers is a key priority for us, we have a great team who work to both recruit foster carers in addition to support and retain. We have in November successfully launched a third Mockingbird constellation which offers excellent support to both our carers, children and young people .
Do you have what it takes to continue to drive this change ?
The post holder will need to provide effective strategic leadership, planning and robust performance management and oversight for these areas whilst promoting a culture which values learning, reflection and acceptance of accountability to ensure the continuous development and improvement of the service.
The role will be challenging but very rewarding and you must have effective people management, performance management and quality assurance within a children’s services setting to ensure the focus is always on achieving better outcomes for children, young people and their families with the provision of the highest possible professional standards of social work. As such you must hold a Social Work qualification to degree level or equivalent and be Social Work England registered. A project management qualification is desirable although not essential.
You must have an exceptional knowledge of Social Work methodologies, theory and best practice and a working knowledge of relevant legislation and case law. Knowledge of the national political and professional context, regulatory processes, inspections and expectations; risk assessment and risk management models are also essential.
You will have a sound knowledge of the child protection and looked after system and thresholds, welfare systems and performance and improvement frameworks. You will be adept at financial management within large organisations, project implementation, multi-agency / partnership working and have a clear commitment to equal opportunities and anti-oppressive practice.
As these are key managerial posts you will need experience of successfully planning for and contributing to Ofsted inspection and have highly developed verbal and written communication skills, including the ability to prepare complex reports.
